Implements the reusable synchronization stage for #86.
After a successful PublicationVerification v1, it converts the exact released changelog section carried by PreparedRelease v1 into deterministic Sphinx/RST release-history pages, indexes releases by LibreSign major/version, and creates or updates a reviewable PR in the documentation repository using a documentation-scoped GitHub App token.
The documentation repository remains presentation only; release text is never authored independently there.
