Implements the post-merge orchestration required by #76.
It restores the exact preparation contracts, validates the originating workflow, checks
merged_byagainst the consumer-configured threshold before any mutation, revalidates the merged release, creates/reuses aggregate-history synchronization, applies milestones, creates the GitHub Release draft, and persists the finalized contract chain keyed by GitHub Release id.Each mutating stage receives a separate repository-scoped GitHub App token with only the permissions it needs.
