fix(mcp): align budget manifest minimums with the server and pin settle on panic/cancel - #113

Conversation
…le on panic/cancel The manifest declared min 1 for budget_usd and max_commitment_usd while the server accepts any positive amount; the manifest now allows 0.01. Add tests that a panic or a canceled context inside PurchaseCommitment keeps the reservation counted, and that a pre-canceled context reserves nothing. The integer-cents ledger from mcp#82 item 2 is not part of this change: it alters rounding of stored USD amounts and the state file format. …l test cancel The repo's manifest bounds rule is an inclusive min of 0 for float caps, so budget_usd and max_commitment_usd use 0 (the server still rejects 0). Both caps join TestManifestMinMatchesServerCapBounds and the weaker duplicate test is removed. The pre-provider cancel test now cancels the context after the reservation, so a mutant that releases on cancel fails it. Part of #82 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

What
budget_usdandmax_commitment_usdinmcpb/manifest.jsonhadmin: 1while the server accepts any positive amount (readBudget/readUSDCap). Picked the server's rule, so the manifest now allows 0.01. TestTestManifestUSDCapMinimumMatchesServerfails against the old manifest (min 1 > 0.01) and passes now.PurchaseCommitmentand a cancel during the provider call keep the reservation counted, and that a pre-canceled context reserves nothing. These pin existing behavior, so they pass without a code change; mutation probes (release on panic, release oncontext.Canceled) each make the matching test fail.purchaseSpentcheckserrfirst).Not done: item 2 (integer-cents ledger)
It changes money semantics (rounding mode of each reservation and of the limit comparison at exact boundaries) and the persisted
spent_usd/usdfloat fields in theCUDLY_MCP_BUDGET_STATEfile (budgetStateVersion1). That needs an owner decision on rounding and on a state-format migration, so it is left open on #82.Verification
