feat(common): mark approved-upfront guard refusals with ErrRefusedBeforePurchase - #672
A purchase that the approved-upfront guard refuses now returns an error wrapping the new common.ErrRefusedBeforePurchase. Consumers can then tell "this call sent no purchase request" apart from a failure that may have spent money. The first consumer is cloud-commitments-mcp#124. Today the MCP spend budget counts every error as spent, so each guard refusal permanently shrinks CUDLY_MCP_BUDGET_USD.
Module order
The sentinel itself landed in pkg first, in #673 (merged at 3efa339). This PR merges main and re-pins providers/aws to that commit, so the standalone (GOWORK=off) provider build resolves it. golang.org/x/sys moves to v0.49.0, the version that pkg commit requires. This PR no longer changes pkg.
What it means: the sentinel wraps any error from the approved-upfront check, which runs before the purchase request is built or sent.
Presence vs absence: its presence is sufficient. Its absence proves nothing, because other refusals don't carry it (see "Not covered").
Scope: it describes only the PurchaseCommitment call that returned it. It says nothing about earlier calls with the same idempotency token, so it is never proof that no commitment exists.
Wrappers: a wrapper that combines several purchase calls must not propagate it unless none of them sent a request.
Changes
At the five guard call sites (EC2, RDS, OpenSearch, Redshift, MemoryDB), the guard's error becomes fmt.Errorf("%w: %w", common.ErrRefusedBeforePurchase, err). It is assigned once to result.Error and returned. Each site runs after the dedupe and offering lookup and before the only purchase request. checkApprovedUpfront itself is unchanged.
The guard's error text gains the prefix refused before purchase: . A LeanerCloud code search finds no exact-text match on guard errors outside go's own tests, which use Contains. mcp and cli also use Contains.
Tests
Each service's "exceeds the approved upfront" test asserts errors.Is on both err and result.Error.
Each service has an existing purchase-API failure test, now asserting the sentinel is absent.
RDS also covers two more cases:
a failed price read inside the guard, where the sentinel is present;
a guard that passes followed by a purchase call that fails, where it is absent.
The RDS cases stand in for the other three describe-based guards: they are mirrored copies, and the wrap sits at each call site.
The tests failed before the wraps went in. A mutation probe that removes one wrap fails its test, and so does one that adds the sentinel to a post-request failure.
go vet, go test -count=1 and golangci-lint pass in pkg and providers/aws.
Not covered (follow-up for the owner)
Other refusals before the purchase call don't carry the sentinel yet, so in mcp they still count as spent:
findOfferingID's "no offering";
idempotency-lookup refusals;
the OpenSearch count check.
ErrCurrencyNotAccepted is deliberately excluded: on the Azure retry path it can follow a committed purchase (#671).
Approved-upfront purchase guard refusals for AWS EC2, RDS, OpenSearch, Redshift, and MemoryDB are now consistently identifiable as refusal errors, including when price checks fail.
The original error details remain available, and unrelated purchase failures are not classified as approved-upfront refusals.
Purchases that fail the guard are rejected before a purchase request is submitted.
…ePurchase
Add common.ErrRefusedBeforePurchase and wrap it at the five AWS guard
call sites (ec2, rds, opensearch, redshift, memorydb) so callers can tell
the call sent no purchase request. Purchase-API failures do not carry it.

Add an RDS case where the guard passes and the purchase API fails (no
sentinel), assert res.Error on the price-read refusal, and say the sentinel
marks any error from the approved-upfront check.

Walkthrough
Five AWS purchase clients now wrap approved-upfront guard failures with common.ErrRefusedBeforePurchase. Tests distinguish these refusals from other purchase errors. The AWS module dependency versions also change.
LeanerCloud/cloud-commitments-go#616: Adds the MemoryDB, OpenSearch, and Redshift approved-upfront guards that this change now classifies with the refusal sentinel.

Assert the sentinel in the OpenSearch price-read failure test.
client.go wraps every checkApprovedUpfront error with ErrRefusedBeforePurchase, including a failed price read. TestPurchaseCommitment_RefusesWhenPriceReadFails checks only the message text, so a change that drops the sentinel on that path would still pass.

Cold review of fe95607...da179ab (2 commits), done in my own clone; fe95607 is the current main tip. The PR body was treated as a claim. The code is right, and the blocker is module sequencing.
Blocking: Unit Tests fail on "Verify standalone provider modules", so CI Success fails too.
That step runs go build -mod=readonly ./... in providers/aws with GOWORK=off (.github/workflows/ci.yml:323-336).
providers/aws/go.mod:6 still pins cloud-commitments-go/pkg at 205cf99 (2026-10-20), which has no ErrRefusedBeforePurchase.
All five call sites therefore fail with undefined: common.ErrRefusedBeforePurchase: ec2/client.go:171, rds/client.go:170, opensearch/client.go:203, redshift/client.go:152 and memorydb/client.go:173.
The PR body's "go vet, go test, golangci-lint pass" holds only under go.work, which is how it passes locally (it does for me too).
The repo's established order fixes it:
Land the pkg/common sentinel on its own.
Pin providers/aws to pkg on main (as in #571, #585 and #537).
Land the five wraps and their tests.
Pinning providers/aws to this branch's own pkg commit would also build. But a squash merge would leave the pin pointing at a commit that is not on main, so I'd avoid it.
The code: correct as written. Checked per service against the full PurchaseCommitment bodies.
Each wrap sits where the contract says. In EC2, RDS, OpenSearch, Redshift and MemoryDB, the wrapped guard error is assigned once to result.Error and returned as the same value. That happens after the idempotency dedupe and the offering lookup, and before the single purchase API call. No PurchaseCommitment body loops or retries a purchase before its guard, so a sentinel-bearing error can never follow a request sent in the same call.
The guard sends no purchase request.checkApprovedUpfront only reads the offering (Describe*Offerings), so its own read failures carry the sentinel correctly; RDS tests this.
Every purchase-API failure stays unmarked. That includes the dedupe recovery paths after an unknown outcome.
Wrappers. The only non-test caller of PurchaseCommitment is providers/aws/ladder/purchase.go:72/85, which wraps a single call with %w. Nothing combines several purchase calls, so the "must not propagate" clause has no current violator.
The doc contract is accurate: presence is sufficient, absence proves nothing, it is scoped to one call, and it is never proof that no commitment exists under the same token. ErrCurrencyNotAccepted is rightly left unmarked (#671).
Error text. The added refused before purchase: prefix leaves Contains("exceeds the approved upfront") matches intact, including mcp#127's tests.
Mutation probes (each run in my clone against that service's package, then reverted):
killed (2, including the new PurchaseFailureAfterGuardIsNotRefused)
Same, opensearch / memorydb
killed (OtherPurchaseErrorNotRecovered)
Same, redshift
killed (3, RecoverAfterUnknownOutcome subtests)
All 10 were killed.
Local verification at this SHA (macOS, with go.work):
pkg: go vet ./common/ is clean, go test -count=1 ./common/ passes, and golangci-lint reports 0 issues.
providers/aws: go vet ./services/... is clean, go test -count=1 ./services/... passes 7 packages, and golangci-lint reports 0 issues.
Not blocking: the doc comment's first sentence ("a PurchaseCommitment failure raised by any error from the approved-upfront check") reads awkwardly. "an error returned when the approved-upfront check refuses or fails, before the purchase request was built or sent" says the same thing more plainly.
CI at this SHA: Unit Tests and CI Success fail as above; the other 13 checks pass, including all three Lint Code jobs, Integration Tests, Trivy and CodeRabbit. I'll re-review once the sequencing is fixed. Not merging.
I reviewed this cold on an export of da179ab (pkg and providers/aws), treating the PR body as a claim. The code change and its tests hold up. One blocker: the standalone build of providers/aws does not compile. That failure is why Unit Tests and CI Success are red at this SHA.
Blocker: providers/aws is still pinned to a pkg without the sentinel
Where it fails:CI - Build & Test run 41777392708, job Unit Tests, step Verify standalone provider modules (with GOWORK=off). The test run before that step passes.
Why it matters:providers/aws/go.mod resolves pkg to 205cf99, which predates ErrRefusedBeforePurchase. Anyone who consumes providers/aws as a module gets this compile error. Inside the workspace it builds, so local go test with go.work hides the problem. CodeRabbit's open thread on ec2/client.go:171 says the same.
The step runs under set -e and stopped at providers/aws. Re-check the other standalone modules after the re-pin; I expect no other module to reference the new symbol.
Checked (no findings)
Call sites. The guard appears in exactly five places, all in providers/aws: a repo search for ApprovedUpfront finds no Azure or GCP equivalent. At each site:
the guard runs after the offering lookup and the idempotency dedupe, and before the only purchase request;
the wrap is fmt.Errorf("%w: %w", common.ErrRefusedBeforePurchase, err);
it is assigned once to result.Error, and that same value is returned.
What the guard's errors cover. In rds.checkApprovedUpfront (:222-251), every error path ends before the purchase request:
a non-USD currency on the recommendation or on the offering;
a failed Describe;
a count other than 1;
a missing FixedPrice;
CheckUpfront.
So the sentinel's claim ("this call sent no purchase request") holds for each of them. The wrapped error still matches errors.Is against the Describe error.
Wrappers.
The only in-repo caller is providers/aws/ladder/purchase.go:72,85. Each PurchaseLayer makes exactly one PurchaseCommitment call and wraps its error with %w. Passing the sentinel through therefore respects the contract's rule about wrappers that combine several calls.
On Redshift, the unknown-outcome adopt path (:165-169) builds its error from the purchase error, not from the guard's, so it cannot pick up the sentinel. The mutation probe below confirms the test pins this.
Mutation probes. Each ran on a fresh export, with one line changed, against that service's package tests. 15 of 15 made a test fail:
Service
Wrap removed
Raw err returned instead of result.Error
Sentinel added to the post-request purchase failure
Head suite. Run in a workspace limited to pkg and providers/aws:
go vet is clean on pkg/common, providers/aws/services/... and providers/aws/ladder;
go test -count=1 passes on the same packages.
The "Not covered" list in the PR body. The no-offering, idempotency-lookup and OpenSearch-count refusals still return errors without the sentinel. That is safe under the contract, since absence proves nothing; the cost is only that mcp keeps counting them as spent. Leaving ErrCurrencyNotAccepted out (fix(azure): ErrCurrencyNotAccepted can follow a committed purchase on the reservation retry path #671) is right.
Threads: 1 unresolved, the CodeRabbit pin finding above.
* feat(common): add ErrRefusedBeforePurchase
A sentinel for a PurchaseCommitment refused before the call sent any purchase
request. It lands in pkg first so the standalone provider modules can pin a
pkg commit on main before adopting it (the approved-upfront guards, #672).

* test(common): pin ErrRefusedBeforePurchase identity and text
Assert it wraps, is distinct from ErrOutcomeUnknown, ErrCurrencyNotAccepted
and ErrCommitmentPurchaseNotSupported in both directions, and keeps its text.
Aliasing it to ErrOutcomeUnknown would let a consumer release spend on a
possibly-made purchase; that mutation now fails the test.

Delta re-review of 8f3e065 by claude-nibblets, following my CHANGES REQUESTED at da179ab. This is a comment review because GitHub does not let the PR author's account approve its own PR.
The blocker is fixed in the repo's pkg-first order.#673 landed the sentinel on main (3efa339). This branch is da179ab, then a merge of main (26466e2), then 8f3e065, which pins providers/aws to pkg at 3efa339.
The code is unchanged from what I reviewed and probed.
Provider services:git diff 3efa339 8f3e065 -- providers/aws/services is byte-identical to git diff fe95607 da179ab -- providers/aws/services.
pkg: nothing in pkg differs from main, so the merge kept #673's sentinel and doc.
git range-diff:848ee42 and da179ab are unchanged (=), and 8f3e065 is the only new commit.
My da179ab review therefore carries over:
each wrap sits after the dedupe and offering lookup and before the single purchase call, with no retry loop;
the guard itself only reads;
every purchase-API failure stays unmarked;
the only caller, the ladder adapter, makes a single call;
10 of 10 mutation probes were killed.
The pin.
providers/aws/go.mod requires pkg v0.0.0-20261104063122-3efa339480ac. The timestamp is 3efa339's UTC commit time, and the hash is #673's merge commit on main.
The indirect golang.org/x/sys bump from v0.47.0 to v0.49.0 comes from pkg/go.mod at 3efa339 (minimum version selection), not from a hand edit.
Locally with GOWORK=off, go mod verify reports all modules verified and go mod tidy -diff is clean.
The CHANGELOG now names the five AWS services whose guard refusals wrap the sentinel, under #673's entry. That matches the code.
CI at this SHA: all 15 checks pass, including Unit Tests, whose "Verify standalone provider modules" step failed at da179ab and now builds and tests providers/aws against the pinned pkg. The other checks are Integration Tests, Lint Code for pkg, aws, azure, gcp and ci_cd_sanity_tests, Lint Workflows, pre-commit, Security Scanning, Trivy, gosec, Snyk, CodeRabbit and CI Success.
This supersedes my CHANGES REQUESTED at da179ab. Delta da179ab..8f3e065: a merge of main (brings in #673) and 8f3e065, which re-pins providers/aws. No AWS service code changed since da179ab, and the PR no longer touches pkg/.
The go.sum lines for pkg and x/sys were replaced as a pair. go mod verify passes ("all modules verified").
x/sys bump
golang.org/x/sys v0.47.0 -> v0.49.0 // indirect is the minimum version selection forces. pkg/go.mod:18 requires v0.49.0 at 3efa339 (it was v0.47.0 at 205cf99).
It matches providers/azure and providers/gcp on main, which are both on v0.49.0. It is not an opportunistic bump.
Standalone build, local, at this SHA
With GOWORK=off GOFLAGS=-mod=readonly in providers/aws, build, vet and the full go test -count=1 ./... all pass.
-mod=readonly means go.mod/go.sum are consistent as committed.
All checks are green. "Verify standalone provider modules" (Unit Tests job, run 41788723748) is success, where it was red at da179ab with undefined: common.ErrRefusedBeforePurchase.
"Run pre-commit hooks" is also green.
Earlier probes re-run at this SHA
These were my earlier probes, re-run as one change per run against go test ./services/<svc>/. All 15 are killed:
raw: refusal returned as err without the sentinel.
bare: sentinel returned without the guard cause.
post: sentinel added to the post-request "failed to purchase" error.
The services are ec2, memorydb, opensearch, rds and redshift: 15/15 killed.
Thread
The one open thread (CodeRabbit, ec2/client.go:171, "Bump the providers/aws pkg pin after the pkg change lands on main") describes exactly what 8f3e065 does. The author can resolve it.
