Root cause

GetExistingCommitments on the Azure savings plans client follows the #40/#207 rule: Account is the payer. A plan billed to subscription B is never in subscription A's inventory, even when its applied scope covers A. recfilter.DuplicateChecker checked recommendations only against that inventory. So a plan billed to B, applied to A and bought an hour ago did not suppress A's matching recommendation. The benefit-recommendations API lags behind new purchases, so the same commitment could be recommended and bought again.

Fix

This takes the issue's "separate path used only for the recent-commitment check" option. common.Commitment and ownership semantics are unchanged.

  • pkg/recfilter/dedupe.go: new optional interface GetCoveringCommitments(ctx). When a client implements it, AdjustRecommendationsForExisting checks against that list. Otherwise it calls GetExistingCommitments as before. Nothing else in the checker changed.
  • providers/azure/services/savingsplans: GetCoveringCommitments returns the normal inventory plus the plans billed to another subscription that may apply to this one. Account stays the payer subscription. GetExistingCommitments returns exactly what it did before.

How a plan billed to another subscription is handled in the covering list:

Applied scope Covering?
Single, resolves to this subscription (SubscriptionID or ResourceGroupID) yes
Single, resolves to a different subscription no
Single, unresolvable (no properties, sub/RG disagreement, management group set) yes, can't rule it out
Shared, ManagementGroup, nil, unknown yes, containment can't be established
Any covering row with no or blank ID error. The duplicate check fails the same way an unresolved inventory does.

Billing-account-billed plans go through the existing planOwnedBy path in both modes, so #468's behavior is unchanged. Shared or ManagementGroup plans billed to a billing account still error.

About "fail closed" for Shared and ManagementGroup (issue test 3). I implemented it as "count as covering": a matching recommendation inside the lookback window is suppressed. I did not make the whole check error. A tenant that runs CUDly across several subscriptions buys Shared plans billed to each one, which is what PurchaseCommitment does. If every foreign Shared plan of any age errored, the duplicate check would be disabled for that tenant permanently. Over-suppression only lasts for the lookback window and can be recovered from, which matches the existing isRecentActiveCommitment philosophy. The cost: a recent Shared plan billed to a subscription in a different enrollment that the credential can still list will also suppress a matching recommendation during the window. If you would rather have an error here, it is a one-line change in foreignPlanMayCover.

Closes #466

Verification

All evidence is unit, mock and SDK-fixture tests (httptest TLS server behind the real armbillingbenefits pager). No Azure API call or purchase was made. Not covered against a real tenant: real Shared or ManagementGroup containment, and the JSON shape of a cross-subscription plan as ListAll returns it to the beneficiary subscription's credential. The fixtures follow the documented SDK model.

Tests run with AWS_CONFIG_FILE=/dev/null AWS_SHARED_CREDENTIALS_FILE=/dev/null, because this machine's default AWS profile is invalid. Toolchain: macOS, Go 1.26.9.

Commands (all pass at 6e9f87d)

  • (cd pkg && GOWORK=off go test -race -short ./... -count=1)
  • (cd providers/azure && go test -race -short ./... -count=1) (workspace)
  • (cd providers/azure && GOWORK=off go test -mod=readonly -race -short -count=1 ./...), the CI "standalone provider modules" step, against the pinned pkg 4566498
  • make build, make vet, make tidy-check
  • golangci-lint v2.10.1 run --allow-parallel-runners ./... in pkg and providers/azure: 0 issues
  • gocyclo -over 10 on the three changed non-test files: silent
  • scripts/gosec-hook.sh on the changed files: clean
  • git-secrets --scan in a fresh git init copy with an isolated HOME, after scripts/setup-git-secrets.sh: clean. scripts/test-git-secrets-allowlist.sh: 44 PASS, 0 FAIL.

New tests

  • pkg/recfilter: TestAdjustRecommendationsForExisting_UsesCoveringCommitments. A client with an empty inventory and a recent covering commitment gets its recommendation filtered, and an error from the covering list propagates.
  • savingsplans: TestGetCoveringCommitments_ForeignSubscriptionPlans has 15 rows covering the table above. Each row also asserts GetExistingCommitments still returns only sub-a's own plan, and that a covering commitment has Account == "sub-b".
  • savingsplans: TestDuplicateChecker_PlanBilledToAnotherSubscription runs a plan billed to sub-b and bought one hour ago through the SDK pager. These are issue tests 1-3. It asserts sub-a's inventory is empty, sub-b's inventory holds the plan with Account == "sub-b", and DuplicateChecker suppresses sub-a's recommendation for Single-on-sub-a, Single-on-RG-in-sub-a, Shared and ManagementGroup, but not for Single-on-sub-c.

Fail-before. The new tests were run in a git archive copy of origin/main 86b86a0 with only the test files swapped in:

  • The recfilter test fails: the recommendation is not filtered and the covering error is ignored.
  • The SDK end-to-end test fails single-ours, single-rg-ours, shared and management-group. single-other passes before and after, as expected.
  • TestGetCoveringCommitments_* does not compile on main because the method doesn't exist. Its behavioral fail-before is the covering=false mutant below.

Mutation probes (scratch copies, each fails at least one test):

  • GetCoveringCommitments returns the ownership list (covering=false): 11 covering rows and 4 end-to-end rows fail.
  • Count foreign plans in ownership mode too (if covering becomes if true): the existing TestGetExistingCommitments_SubscriptionOwnership/foreign-applied-to-us and others fail.
  • foreignPlanMayCover always true: single-other, single-rg-other, other-no-id and end-to-end single-other fail.
  • Unresolvable Single treated as not covering: single-unresolvable and single-disagreeing fail.
  • Covering commitment attributed to the client instead of the payer: every covering row fails (5+ subtests).
  • Drop the covering ID check: covering-no-id fails, and the run panics on a nil dereference.

A note on the pkg pin. providers/azure pins pkg at 4566498, which predates the recfilter hook. So the committed end-to-end test hands DuplicateChecker the covering list through a small adapter (coveringView). That keeps it green in CI's GOWORK=off standalone step. It also has a compile-time check that *Client satisfies the same GetCoveringCommitments signature recfilter looks for. I also ran a scratch variant that passes the bare *Client straight into DuplicateChecker in workspace mode. It passes with this PR's pkg/recfilter and fails the same 4 rows with main's. After this merges, a pin bump like #453's would let that direct form be the committed test.

Summary by CodeRabbit

  • Bug Fixes
    • Duplicate recommendation checks now account for savings plans billed to another subscription when those plans may cover the client’s subscription.
    • Plans scoped to a different subscription are excluded from these checks, while plans with unclear or broader scopes are treated as potentially covering.
    • Errors retrieving or converting covering plans are returned instead of silently ignoring them.

… duplicate check

GetExistingCommitments keeps the LeanerCloud#40/LeanerCloud#207 rule that Account is the payer,
so a plan billed to subscription B never appears in A's inventory, even
when its applied scope covers A. DuplicateChecker only saw that inventory,
so a recently bought plan billed to B and applied to A did not suppress
A's matching recommendation, and the same commitment could be bought again
while the benefit-recommendations API lagged.

recfilter.DuplicateChecker now checks recommendations against
GetCoveringCommitments when a client implements it, and falls back to
GetExistingCommitments otherwise. The Azure savings plans client implements
it as its inventory plus plans billed to another subscription that may
apply to this one. Only a Single scope that resolves to a different
subscription is left out. Shared, management-group, unknown and
unresolvable scopes count as covering, because their containment cannot be
established here. A covering plan without an ID fails the call. Account
stays the payer, so ownership inventory is unchanged.

📝 Walkthrough

Azure duplicate checks can now consider savings plans billed to another subscription when their applied scope may cover the client subscription. The change preserves billing-subscription ownership in ordinary inventory.

Changes: Azure Savings Plan Duplicate Checks

Layer / File(s) Summary
Classify and convert covering plans
providers/azure/services/savingsplans/scope.go, providers/azure/services/savingsplans/scope_test.go
The client distinguishes plans billed to another subscription and includes potentially covering plans in GetCoveringCommitments. A valid Single scope targeting another subscription is excluded. Tests check scope handling and payer ownership.
Add covering plans to inventory listing
providers/azure/services/savingsplans/client.go, providers/azure/services/savingsplans/client_completeness_sdk_test.go
The shared listing path accepts a covering mode and processes foreign-billed plans when that mode is enabled. The second-page SDK fixture adds the savings plan SKU name.
Select covering commitments for deduplication
pkg/recfilter/dedupe.go, pkg/recfilter/dedupe_test.go, providers/azure/services/savingsplans/scope_test.go
The duplicate checker uses GetCoveringCommitments when available and otherwise uses GetExistingCommitments. Tests check filtering, error handling, applied scopes, and payer ownership.

Merge Risk: 🟡 Moderate · up to c8039

In standalone Azure builds, the new duplicate-check protection does not take effect. Plans billed to another subscription can still be missed, so duplicate purchases remain possible. Update the Azure module's pkg dependency to a revision with the new selector before merging.

Security architecture risk: 🔵 Low · up to c8039

The change preserves payer ownership and reuses existing Azure credentials. Its protection depends on using the updated duplicate checker: the Azure provider’s standalone dependency still selects the older behavior. That leaves the pre-existing duplicate-purchase gap unresolved in that configuration, rather than introducing a new security exposure.

Security review details

Security Blast Radius

  • inferred — The newly influential inputs are foreign-billed plans returned within the Azure credential’s existing listing authority. Their observable effects are recommendation suppression or listing failure. Uncertain coverage can conservatively suppress a recommendation even when actual containment has not been established; the inspected change does not establish access to additional tenants or grant purchase authority.

Trust Boundaries and Controls

  • observed — Azure-returned billing and applied scopes are validated before attribution. Missing or malformed billing scope produces an error; conflicting or unresolved foreign applied scope is treated conservatively rather than as proof of noncoverage. Recent active, payment-pending, queued, and unknown states can suppress purchases, while recognized terminal states are excluded.

Resilience and Maintainability Implications

  • inferred — The covering operation builds a local observation of commitments; it adds no reservation, persistent ownership mutation, or atomic coordination with purchase. Concurrent check-and-purchase races remain a pre-existing limitation, not a guarantee supplied or weakened by this change.

Full details: Out of Scope Changes check

Explanation

The changes stay within #466. The recfilter hook, Azure covering-list path, payer attribution checks, ownership regression checks, and automated tests directly support the duplicate-check fix. No unrelated implementation change is shown.

Full details: Linked Issues check

Explanation

#466 requires Shared and ManagementGroup plans to fail closed until scope containment can be established. foreignPlanMayCover returns true for these scopes, and GetCoveringCommitments then includes the plan and suppresses matching recent recommendations. This can suppress a recommendation for a plan from a different enrollment. The implementation does preserve payer attribution in Account and keeps GetExistingCommitments ownership-only. It also adds the optional recfilter path and relevant tests.

Resolution

Change the foreign Shared and ManagementGroup handling to fail closed when containment is not established, as required by #466. Propagate the resulting error through GetCoveringCommitments and update the tests to verify the failure. Keep payer attribution and ownership inventory semantics unchanged.

Independent review verdict: CLEAN at 6e9f87d

Reviewer: fresh Claude agent (Sonnet, high effort), not the author, cold brief, focused on the money path. The PR body was treated as a claim. Coordinator: claude-cc-reviewer.

Blocking findings: none. This PR does not create a re-buy case.

Plans billed to another subscription B, as seen from subscription A (foreignPlanMayCover, scope.go ~:90, used only by the dedupe):

Applied scope Counted for A Correct
Single, resolving to A (SubscriptionID or ResourceGroupID; EqualFold) yes yes
Single, resolving to another subscription no yes
Single, unresolvable (no properties, sub and RG disagree, MG set) yes conservative
Shared yes yes, not missed
ManagementGroup yes over-counts; membership is unknowable without an API call, so it risks an under-buy, not a re-buy
nil or unknown type yes conservative
covering row with no ID error fail loud

Ownership mode is unchanged.

  • planOwnedBy now returns planOtherSubscription, and appendOwnedPlans skips it unless covering is set (client.go ~:203).
  • GetExistingCommitments still calls listCommitments(false).
  • The page cap (client.go:169) is untouched and shared by both paths.

pkg/recfilter/dedupe.go (+19/-1):

  • It adds an optional coveringCommitmentLister interface. commitmentsForDedupe uses GetCoveringCommitments when the client implements it, and GetExistingCommitments otherwise.
  • Only azure/savingsplans implements it, so the AWS and GCP paths are unchanged.

Notes (non-blocking):

  1. The disclosed over-count: Shared or ManagementGroup plans billed to another subscription suppress matching recommendations for the lookback window.
  2. Unverified live: whether ListAll with subscription A's credential actually returns plans billed to B. The tests use SDK fixtures only, as the body says.

What was attacked and how (GOWORK=off, no Azure calls):

  • go vet ./... is clean in pkg and providers/azure. go test -race -count=1 ./... passes in both modules.
  • Fail-before:
    • Reverting dedupe.go fails TestAdjustRecommendationsForExisting_UsesCoveringCommitments.
    • Reverting client.go/scope.go breaks the build on GetCoveringCommitments.
  • Mutation probes, both killed:
    • "always covering" fails single-other, single-rg-other and other-no-id;
    • a case-sensitive compare fails TestGetCoveringCommitments_ForeignSubscriptionPlans.

Independent adversarial review: CLEAN at 6e9f87deef555e38e18a27c3cca1e57947a6e8eb

Reviewer: an independent agent that did not write this change (Sonnet, high effort), cold brief, full diff. The PR body was treated as a claim.

Blocking findings: none.

End-to-end trace (the fix is live, not inert):

  • AdjustRecommendationsForExisting (pkg/recfilter/dedupe.go:56) calls commitmentsForDedupe (:94-99). That type-asserts coveringCommitmentLister and calls (*savingsplans.Client).GetCoveringCommitments (scope.go:64), which calls listCommitments(ctx, true) (client.go:150).
  • A plan billed to sub-B resolves to planOtherSubscription (scope.go:48). appendCoveringForeignPlan (scope.go:72) appends it with Account = B.
  • Matching never reads Account. buildExistingCommitmentsMap and adjustSingleRecommendation key on ResourceType|Region|engine|deployment, so the B-billed row does match A's recommendation.
  • TestDuplicateChecker_PlanBilledToAnotherSubscription (scope_test.go:272) runs the real SDK pager (httptest) into the real DuplicateChecker:
    • suppressed: Single naming A, Single via resource group, Shared, ManagementGroup;
    • not suppressed: Single naming C.
  • The only savings plan ServiceClient is the bare *Client (azure/services.go:45), with no wrapper that hides the method.

Checked and sound:

Mutation probes (scratch copy, reverted):

  • GetCoveringCommitments returning inventory only fails 4 foreign-subscription cases.
  • Skipping the interface assertion fails TestAdjustRecommendationsForExisting_UsesCoveringCommitments.
  • foreignPlanMayCover returning false fails the shared, management-group, nil and unknown cases plus the DuplicateChecker test.

Non-blocking:

  1. Pre-existing and likely serious, filed as fix(azure): savings plan inventory uses the ARM resource name as ResourceType, so the duplicate guard likely never matches #492. Azure savings plan inventory sets ResourceType from the ARM name (client.go:247-248), while recommendations use "Compute". ARM name is the last segment of the plan's GUID-shaped ID, and the plan type is in sku.name. Every fixture uses "name": "Compute". If live responses carry a GUID name, owned-plan dedupe and this PR's covering list never match in production. Not verified live. This PR is correct relative to the existing matching; fix(azure): savings plan inventory uses the ARM resource name as ResourceType, so the duplicate guard likely never matches #492 tracks the underlying bug.
  2. Shared and ManagementGroup plans billed elsewhere now suppress for the lookback window (default 24h). The over-suppression is bounded and recoverable, and it matches the dedupe policy of erring away from duplicates. The rationale is documented at scope.go:~91.
  3. The Azure-side dedupe test uses a coveringView shim, needed for GOWORK=off builds against the pinned pkg. The pkg test covers the real interface assertion.

Local verification (macOS)

Fixture evidence (SDK-shaped JSON via httptest; no Azure call):

  • Fail-before: with the merge-base dedupe.go, client.go and scope.go, the pkg UsesCoveringCommitments test FAILS and the Azure tests fail to build (GetCoveringCommitments undefined).
  • Pass-after at 6e9f87d:
    • (cd pkg && GOWORK=off go test -race -short ./recfilter/...) passes.
    • (cd providers/azure && GOWORK=off go test -race -short ./services/savingsplans/...) passes, with and without the workspace.
    • make build and make vet pass.
  • Current main: git merge-tree --write-tree origin/main 6e9f87d is clean.

Fork CI: pre-commit is green; Build & Test was still running at review time.

Needed before merge. @IAmJSD:

  1. Mark the PR ready for review.
  2. Merge or rebase main if it is behind at that point.

Labels mirror #466, which is not yet triaged.

Heads-up from #494 (fix for #492): it changes convertSavingsPlan to return (*common.Commitment, error) and requires sku.name on owned plans. This PR's appendCoveringForeignPlan, its new tests and its SKU-less plan fixtures will need a small compile and fixture fix if #494 merges first (and vice versa: one textual hunk in appendOwnedPlans).

Update to non-blocking note 1 in the verdict above: #492 (savings plan ResourceType taken from the ARM name) is fixed on main by #494, which now takes it from the SKU. After you merge main into this branch, the covering list matches recommendations in production too. Please make sure your fixtures still pass once main is merged; #494 may have changed the name/sku shape they rely on.

Merged main (with #494) in 36ccc12 as a merge commit, no force-push. Then adapted to #494:

  • c2c9989: appendCoveringForeignPlan now propagates convertSavingsPlan's new error. A covering plan billed to another subscription with a missing or unknown SKU fails the duplicate check loudly, the same as an owned plan. The covering-path fixtures (scope_test.go rows, and the page-2 plan in client_completeness_sdk_test.go, which the covering list now includes) gained "sku":{"name":"Compute_Savings_Plan"}.
  • c8039e9: renamed a shadowed err in appendOwnedPlans. govet flagged it once this PR's planOtherSubscription branch and fix(azure/savingsplans): take the inventory resource type from the SKU, not the ARM name #494's error return met in the merged function.

At c8039e9: providers/azure/services/savingsplans passes under -race, providers/azure passes go test -short ./... with and without GOWORK=off, pkg/recfilter passes, and golangci-lint reports 0 issues. Fixture evidence only, no Azure calls.

Delta review: CLEAN at c8039e9d09141a114a3f90dfde64a22cbbe8c153. The earlier CLEAN verdict covered 6e9f87d. Reviewer: claude-go-pr-merge-4 (merge driver, not the author).

  • 36ccc12 merges main (c4c7158, including fix(azure/savingsplans): take the inventory resource type from the SKU, not the ARM name #494). Its tree equals a clean git merge-tree of its parents.
  • c2c9989 adapts appendCoveringForeignPlan to convertSavingsPlan's new error return. An unknown SKU on a covering row now fails the whole call loudly, the same as the owned path.
  • c8039e9 renames the shadowed err in appendOwnedPlans to convErr. No behaviour change.
  • The fixtures gained sku.name: Compute_Savings_Plan.

Evidence (macOS, exact SHA; httptest SDK fixtures; no Azure call):

  • (cd pkg && GOWORK=off go test -race ./recfilter/...) passes.
  • providers/azure race tests pass both with the workspace and with GOWORK=off.
  • make build and make vet pass.
  • Production-shape probe (scratch copy, reverted): I changed the plan name in TestDuplicateChecker_PlanBilledToAnotherSubscription from "Compute" to a GUID (20000000-…-0001). The test still passes, so with fix(azure/savingsplans): take the inventory resource type from the SKU, not the ARM name #494 the covering list matches recommendations on real ARM names. Earlier verdict note 1 is resolved.

The branch is up to date with main right now. It is still a draft. @IAmJSD, please mark it ready. If main moves again before then, please merge it once more.

Update the Azure module’s pkg dependency for this selector.

providers/azure/go.mod pins pkg to commit 4566498f2a08. At that commit, AdjustRecommendationsForExisting calls GetExistingCommitments directly. A standalone Azure-module build therefore omits foreign-billed plans from duplicate checks, even though Client implements the new method. The coveringView test wrapper hides this failure. Publish and pin a pkg version containing this selector, then test the real Client without the workspace or wrapper. (raw.githubusercontent.com)

Agreed on the end state, but it can't be done in this PR. providers/azure/go.mod can only pin a pkg commit that already exists on main, and the coveringCommitmentLister selector reaches main only when this PR merges. A pin bump is therefore a follow-up after merge, in the same way #453 followed its pkg change. That follow-up will also replace the coveringView adapter in TestDuplicateChecker_PlanBilledToAnotherSubscription with the real Client. The PR body records this under the pkg-pin caveat. Until then the workspace build (go.work) uses the selector, and the standalone CI step tests through the adapter.

I'll open the pin-bump PR once this merges.

@IAmJSD Thanks for clarifying the merge-order constraint. The pin bump and real-Client test belong in the post-merge follow-up, not this PR.

The standalone dependency gap remains until that follow-up lands, so this finding remains open rather than marked fixed. Would you like me to open a tracking issue for the follow-up?

✏️ Learnings added

Repo: LeanerCloud/cloud-commitments-go PR: 491

Learning: In LeanerCloud/cloud-commitments-go, providers/azure/go.mod must pin pkg to a commit already on main. When a PR introduces pkg behavior needed by the Azure module, the dependency pin bump must follow after merge rather than reference the unmerged PR commit.

Heads-up from #498 (fix for #481): convertSavingsPlan now errors for a live plan without effectiveDateTime. After a rebase, this PR's foreign-plan fixtures need an effectiveDateTime, and a live foreign plan without one fails the covering list closed.
