gcp: Cloud SQL and Memorystore PerformanceRecommender IDs need review #319

cloudsql/client.go:172 and memorystore/client.go:167 call google.cloudsql.instance.PerformanceRecommender and google.memorystore.redis.PerformanceRecommender. Verify these are the intended recommender IDs and their required permissions before any consumer provisions access (surfaced by cli#2124; the CLI wizard only provisions the Compute commitment recommender). Their calls currently 403 for wizard-configured identities and mergeRegionResults reports a WARN partial failure.
