Part of #1834

Splits cmd/multi_service.go (1125 lines, the largest file over the 500-line limit) into five files by pure moves. No logic change. multi_service.go is now 404 lines.

New files:

• multi_service_csv_run.go (414): the --input-csv purchase path
• multi_service_limit.go (182): --max-instances cap and drop reporting
• multi_service_purchase.go (155): purchase pipeline and audit records

Five commits, each at most 400 added+deleted lines (a single move of this file cannot stay under 400 total).

Proof it is a pure move:

• A small go/ast tool dumps every top-level non-import declaration (doc comment included) of the non-test files in cmd/, byte for byte, and sorts them. The dump before the change and after every commit is identical (9028 lines, sha1 95b11f478d86... both sides, diff empty).
• go vet ./cmd/... clean; go test -count=1 ./cmd/... passes.
• Imports were the only text edited (goimports).

Remaining files over 500 lines on main: multi_service_helpers.go (separate PR), configure_gcp.go, configure_azure.go, multi_service_csv.go, multi_service_engine_versions.go.
