docs(cli): configure-gcp section repeats the Azure-only AWS-preflight sentence #2257

docs/cli/cloud-setup.md, configure-gcp "What it does" (line ~108 after #2212), repeats the configure-azure sentence: "The command first loads the AWS config and resolves AWS credentials, and stops there if either fails, before any Azure resource is created." configure-gcp creates no Azure resources, so the sentence is wrong there. Delete it, or reword it to describe what configure-gcp actually does in what order (check cmd/configure_gcp.go).
