Every AngularJS page currently loads `d3` and `nvd3`, which blocks the main process and delays the API request. On my machine, this contributes about 20-30ms to every request when cached. Uncached requests are even slower. This PR splits `d3`/`nvd3` and `jqplot` into separate assets, and moves them out of the critical path.
