Reorganize console command tests - #4098
Merged

Conversation
Many of the console command tests predate our modern testing directory structure, and are left under `tests/Feature`. Some tests don't have the `...CommandTest` suffix. The `DeleteProjectCommandTest` wasn't run at all. The `UserCommand` test tested two different commands. Several tests use legacy models, methods, and testing patterns. This PR brings order to the chaos of these tests, placing all of them under `tests/Feature/Console` and cleaning up some of the logic,.
