   Plan

   • Add a scoop/ bucket manifest for cloudsqlctl pointing at GitHub Release zip (cloudsqlctl-windows-x64.zip) so users can install via Scoop by adding this repo as a bucket.
   • Add a chocolatey/ package skeleton (nuspec + install/uninstall scripts + verification) that installs from GitHub Release zip, plus a helper script to update version/hash from SHA256SUMS.txt.
   • Add a distribution/winget/ manifest template + docs describing how to submit updates to microsoft/winget-pkgs (publishing remains manual/optional).
   • Document these install options in README.md (clearly marked as optional/community distribution).

   Risks

   • Packaging metadata drifting from release assets; mitigate via an update script that pulls SHA256SUMS.txt for a tag.
