   • Add workflow_dispatch trigger with a required tag input for manual reruns.
   • Resolve a single RELEASE_TAG used for checkout, version check, asset cleanup, and release upload.
   • Ensure release step runs for both tag pushes and workflow_dispatch.

   Risks:

   • Manual runs with a non-existent tag will fail checkout/version check.
