chore(mde): retire the model-driven implementation at its sunset - #856

The coursework is complete and its graded snapshot is tagged mde-task-3; the frozen implementation, its split history and the oracles it was held to now live in JorisJonkers-dev/mde-project. This deletes the emf tree and every root line that named it: the emf CI job and ADR lint step, the CodeQL java-kotlin entry, the release-please and Renovate entries, the lint scopes and their fixtures, and the ledger rows for the gates it carried. Closes #99 0068 leaves with the tree, per #362: the one clause that outlives it, that an oracle file is reviewed by hand and never written by CI, moves into 0088, and the parity contract section of docs/architecture.md becomes The oracles, held by the one implementation left. Citations of the retired records are repointed by hand, among them the comments in src/read/env.ts and src/check/project.ts. The docs/mde reports stay, their six links into emf/ repointed into the archive; the course's own text goes later, on #354.

change already touches them; Reshape the decision register: retired numbers, three folds, and citations checked in code #375 owns the rest.
