docs(contributing): spell out KTLO where it is defined and link its earlier mentions #1950
Description
KTLO (keep the lights on: end-of-life Python versions that stay built and tested on non-blocking legs) is used before it is defined, at docs/source/contributing/workflows.rst:593 and docs/source/contributing/releasing.rst:341, and the expansion appears nowhere in the docs. Its definition sits later in workflows.rst (around line 689).
Fix: spell it out at that definition, add a .. _ktlo: label there, and link the earlier mentions to it with :ref:. A test pins the expansion and the label.
Blocked until #1942 and #1946 merge: they edit workflows.rst and releasing.rst respectively.
