Describe the bug
Malformed input is accepted silently instead of being rejected.

To Reproduce
ad0b 0300 61626300 (custom option 2989, length 3) parses as pen=6513249, data=b"".

Expected behavior
A FormatError-style rejection, or at least no read past the declared length.

Found by the misc round-trip audit (#1202). The repro was re-checked by an independent verifier, and I re-ran it on main at 11ae68ebf.
