fix(pcapng): systemd Journal Export Block is never padded on build #1280

Closed

Description

@JarryShaw

Describe the bug
length=len(data) + 12 with no padding (pcapkit/protocols/misc/pcapng.py:3936-3939).

To Reproduce

in  09000000 1c000000 4d4553534147453d68656c6c6f0a0000 1c000000
build from parsed info -> ProtocolError: PCAP-NG: [Block 9] invalid length: 26

Expected behavior
The entry is padded to a 32-bit boundary.

Found by the misc round-trip audit (#1202). The repro was re-checked by an independent verifier, and I re-ran it on main at 11ae68ebf.
