fix(pcapng): an unknown block type cannot be rebuilt (invalid length) #1278

Closed

Description

@JarryShaw

Describe the bug
_make_block_unknown sets length = len(data) without the 12 framing octets (pcapkit/protocols/misc/pcapng.py:3628).

To Reproduce

in  77070000 14000000 0102030405060708 14000000
build from parsed info -> ProtocolError: PCAP-NG: [Block 1911] invalid length: 8

Expected behavior
Block length is len(body) + 12.

Found by the misc round-trip audit (#1202). The repro was re-checked by an independent verifier, and I re-ran it on main at 11ae68ebf.
