Describe the bug
The StringFields have no encoding (pcapkit/protocols/schema/misc/pcapng.py:1464, :1495, :1533), while the spec says UTF-8, so chardet's guess can pick UTF-16.

To Reproduce
NRB 040000002c000000 01001800 0a000001 612e6578616d706c6500 622e6578616d706c6500 00000000 2c000000 gives records=('愮數慭灬攀戮數慭灬攀',).

Expected behavior
('a.example', 'b.example').

Found by the misc round-trip audit (#1202). The repro was re-checked by an independent verifier, and I re-ran it on main at 11ae68ebf.
