fix(pcapng): string option lengths count characters, not octets #1276
Describe the bug
The makers use length=len(str) (pcapkit/protocols/misc/pcapng.py:4284, :4343, :4374, :4687, :4780, :5141), so non-ASCII text is truncated on the wire.
To Reproduce
SHB opt_comment of é (01000200 c3a90000) parsed and rebuilt:
out ... 01000100 c3000000 ...
Expected behavior
Length is len(value.encode("utf-8")).
Found by the misc round-trip audit (#1202). The repro was re-checked by an independent verifier, and I re-ran it on main at 11ae68ebf.
