fix(pcap): Frame.from_data cannot be called — it has no way to pass num and header #1126

Describe the bug
Frame.from_data(frame.info) raises TypeError: Frame.__post_init__() missing 2 required keyword-only arguments: 'num' and 'header'. from_data has no parameter that passes them through, so the public round-trip API cannot rebuild a Frame.
Blocked until
#1115 merges, because it edits frame.py.
