Custom process: a Process with no issue is a Pass #1386
A Custom process started with no issue is a Pass. It is skipped, exiting 0 with no Run notification, when another Pass on the same repository is still running on the machine, its Spec run or Ticket run included, so it can run from cron without piling up. It doesn't take the Architect run's Ready-issue or Architect-idea gates.
Acceptance criteria
While a Pickup run on the repository is running, thirdshift process <name> with no issue is skipped, exits 0 and sends no notification.
While it runs, a Pickup run on the same repository is skipped.
With an issue, the Process is not a Pass and isn't skipped by this rule.
The Command record shows the skipped ending.
GLOSSARY.md's Pass entry includes a Custom process started with no issue.
