Updates based on your changes for deepmodeling#8218:

  • Document: tell users to select the old version when HSE LR forces are needed.
  • Installation: use old options when the old version is selected.
  • CI: restore the state-tracking checker.

Use MAXORDER=3 from LibXC 7.1 onward and enable KXC with legacy switches for older releases. Document main/alt selection and HSE derivative limitations without claiming end-to-end 7.0.0 validation.

Validation: installer option regressions passed (2 tests); the original PR fails the legacy test. Shell syntax, diff whitespace and staged governance checks passed. No external LibXC build performed.

Keep the checker unit tests independent of the LibXC installation refactor. Restore the original workflow step removed by PR deepmodeling#8218.

Validation: test_es_check.py passed all 8 tests; workflow YAML and exact restored command validated; diff whitespace and staged governance checks passed. No user-facing behavior change or documentation update needed.
