Bootstrap prerequisite for Phase 6. Extend only the root-owned image-name allowlist to ubuntu-24.04-desktop; retain the protected-master ancestry check, sanitized environment, and fixed build entrypoint. The publication image set remains the existing three images, so the current publisher can build and publish its replacement before desktop publication is enabled. Validation: sh -n passed. In the disposable desktop guest, the full wrapper accepted the desktop name and stopped at its missing-git dependency check; an unknown image was rejected before dependency checks. No build or publication was triggered by that smoke. After merge and the existing protected bake, import the new runner-publisher image into github-runners and update/restart the controller before landing the full desktop publication change.
