TechAPI's main only moves via develop->main releases. The refresh PR targeted main, so #195 landed on main directly and skipped develop. Refs GetTechAPI/TechAPI#1

mainmoves only throughdevelop→mainrelease PRs (rules §2).weekly-refreshopened itsrefresh/*PR againstmain, which is how GetTechAPI/TechAPI#195 was merged straight intomain. This PR switches all three places (create-pull-requestbase and thegh pr list/gh pr createfallback) todevelop. The TechAPI checkout already uses the default branch,develop.Found in the 2026-09-27 PR/issue audit.
