The flag existed but had no effect. Adds a tablet-specific crossref page set and switches WikipediaFetcher's removed search dependency for a direct REST search call.

--category tabletflag existed onwikipedia_smartphone_backfill.pybut had no effect (it called an already-removedWikipediaFetcherand always scanneddata/smartphone). Adds a tablet-specific crossref page set and a direct Wikipedia REST search call. 11 local tests pass.
