fix: make the default button cursor show as clickable

also made sure disabled buttons show as the default cursor still. this is pretty much directly copied from here: https://github.com/tailwindlabs/tailwindcss/blob/4f9f603e12b51cc53b8a09c7739b8f88c8eb87eb/src/css/preflight.css#L339-L353C1. i also made sure that every button that doesn't have a click handler is marked as disabled.

after discussion with lea this will not be merged.

there are buttons that are actually links where this should be applied selectively, this shouldnt be a site wide change.
