docs: refresh README evidence line to 2026-11-03 verified count - #75

README claimed 413 passed / 416 collected verified 2026-10-29 at 3280b92, but PRs #73 and #74 added 12 tests: main at 20c74bf runs 425 passed, 3 skipped (428 collected), re-verified locally 2026-11-03. The Status line also still carried the pre-shift targets (video by Nov 8, Devpost by Nov 10); the readiness target moved 2026-11-02 to video by Nov 6 (M5) and submission-ready Nov 9 (M6). Docs only, no code change.

README claimed 413 passed / 416 collected verified 2026-10-29 at 3280b92, but PRs #73 and #74 added 12 tests since: main at 20c74bf runs 425 passed, 3 skipped (428 collected), re-verified locally 2026-11-03 (full suite fresh this session; skips are the 2 sandbox_live tests plus the Chrome dashboard PDF test). The Status line also still carried the pre-shift targets (video by Nov 8, Devpost by Nov 10); readiness moved 2026-11-02 to video by Nov 6 (M5) and submission-ready Nov 9 (M6), and the line now says so. Docs only, two lines, no code change. Same refresh pattern as PR #72.
