Minimal Ubuntu images lack the public TLS CA bundle, and this host's rootless mappings exclude apt's default group65534. The original recipe therefore failed before installing its toolchain. The builder now uses mapped container root for apt, acquires only the exact Ubuntu CA bootstrap package with its authenticated SHA256, and replaces moving mirrors with the fixed HTTPS snapshot. Archive signatures and hashes remain active; strict update refuses any index failure.
The CA package pin comes from the selected snapshot's Packages.xz, verified against InRelease with the exact acquired Ubuntu base's archive keyring. Independent source review found no material defect. Ten inert source controls, AST/JSON/preflight/shell/whitespace checks pass. The actual repaired build completed snapshot package installation and authentic vcpkg bootstrap before root stopped it at the separate platform large-layer commit boundary.
No final BAR image, engine run or gameplay acceptance is claimed. Original failed attempts and stop/cleanup evidence are retained; image creation remains pending a supported disk commit route.
