Install the missing canonical routine eligibility producer in BAR. Add exactly five files from protected FS-GG/.github revision 792bd3cb0b088483c300d0053222a9a2177680aa and append their paths to the existing prearm source workflow without changing its executable steps, pins, permissions or ten-minute limit.
This uses the reviewed first-install predicate from .github PR #4487. BAR has authenticated empty required policy; delivery still requires a nonempty successful exact-head prearm cohort and native identity/policy/readback checks. Installation leaves producer activation pending until a subsequent genuine routine PR event. B2 integration, images and gameplay remain separate.
Validation: exact canonical bytes/modes, Python AST and policy JSON, authenticated derived workflow bytes and git diff --check. Native prearm coherent qualification required; ordinary routine eligibility is unavailable for this first installation.
