The fourth copy destination is consumed after root cancelled its owned child for a discovered census race. The finite mapping selects a fresh v5 destination and rejects all four consumed roots, preserving the qualified detach host and inherited custody. The owning plan records the cancellation and remaining admission boundaries.
Validation: all 117 portable source controls passed, including each consumed-root refusal; diff checks passed. The separately prepared private census successor fences same pending PID generation drift immediately and retains first/latest failure evidence. All previous attempts remain preserved.
No new copy or native operation was run by this source change. Fresh exact private source/seal/admission remain required. Useful play remains 0/6.
