The third seed data-copy destination is consumed after a bounded census refusal. The finite mapping now selects a fresh
v4root and rejects all three consumed destinations, preserving the qualified detach host and inherited physical mapping custody. The owning plan records the failed copy and incomplete payload.Validation: all 117 portable source controls passed, including each consumed-root refusal; diff checks passed. The retained third attempt contains 15,721 of 17,756 files and 1,800,521,469 of 2,111,386,119 bytes with no completion receipt. Its owned copy process retired cleanly. Last complete capacity samples were zero owned CLR and two total CLR; the incomplete refusal sample cannot prove occupancy.
This prepares source bindings only. Fresh sealed copy source and a separate exact admission are still required. It introduces no census exception and grants no native execution or useful-play acceptance; useful play remains 0/6.
