Hi firetrojan,
UniGetUI can already do this, one package manager at a time.
Open Settings → Package managers and choose a manager (for example WinGet).
Under Default installation options for WinGet packages, set Installation scope: to User | Local.
Save, then do the same for any other manager you use.
From then on, installs, updates and reinstalls from that manager will be done for your user account only. This doesn't apply to a package that already has its own install options saved; you can change those through the package's installation options.
I'm closing this issue since the per-manager setting already covers it.
