Expose --active-phones-only on people and property exports. Package 0.4.0-rc.4 preserves the public CLI boundary and the list polling output already installed by Next.
Validation: Typecheck, build, 66 tests and public artifact guard passed. Both archives installed successfully in a clean consumer. The new behavior tests fail without the implementation and pass with it.
