What does this PR do?

Adds a note to the Databricks integration README overview pointing users to the Databricks integration API docs for programmatic configuration.

Motivation

Consistent with other integrations (e.g. Elastic Cloud), the overview should surface the public API as an alternative configuration method.

  • Feature or bugfix MUST have appropriate tests (unit, integration, e2e)
  • Add qa/required if this PR needs QA validation, or qa/skip-qa if it does not. Exactly one of the two is required.

This URL returns a 404. I searched the docs and can't find any API docs for Databricks integration API. Is this being added in a separate PR?
