UX Improvement in Question Management and Practicum Page

Mostly improvement in navigation and question editing for assistants.
Additionally improved the markdown rendering so that some subset of GFM are supported now.

List of changes:

• Addition on navigation bar for both practitioners and assistants so they dont have to doom scroll again
• Improvement on markdown rendering in these aspects:
  • Supported automatic line numbering on a text enclosed with triple backticks
  • Image embedding and size adjustment
  • Label such as INFO, CAUTION, etc (like GFM)
  • Something that i forgot about
• Repurposing the batch edit dialog to compare the ID and EN at the same time + rendering
• Fixed(?) some weird rare bug where the grade will not show up for some reason
• Something that i forgot about

This is basically a follow up from my previous pr, so the commit just got dumped in here
