Adds a CONTRIBUTING.md covering issue filing, the branch -> PR -> squash-merge flow, the required status checks, the version-bump requirement, TDD expectations, and the coverage floor for this repo. Bumps Cargo.toml 0.3.2 -> 0.3.3 (docs-only, patch). Co-Authored-By: Claude <noreply@anthropic.com>
