This PR adds comprehensive docstrings to all major Python files in the repository to properly document the code without breaking anything. This includes __init__.py, build_zip.py, logger.py, parser.py, dane_codes.py, colombia_en_mapas_client.py, vur_client.py, ui.py, and plugin.py.
