CI: let Dependabot rebase its own dependency PRs - #299

main requires branches to be up to date before merging (strict required checks), so every merge leaves the other dependency PRs behind and needs a manual update-branch plus a full CI cycle. rebase-strategy: auto keeps them current without that dance.

Why
mainrequires branches to be up to date before merging (strict required checks). Every merge therefore leaves the other Dependabot PRs behind, and each one needs a manual Update branch plus a full CI cycle. Merging five dependency PRs took five rounds of that today.What changed
rebase-strategy: "auto"on all four ecosystems (pip, npm, docker, github-actions). Dependabot will now rebase its own PRs when the base branch moves, so they stay mergeable without maintainer intervention.No workflow or dependency versions change. The YAML was validated by loading it and asserting all four strategies.
