The data-repo PR was closed by nodiscc the same day and the submitter's account is blocked org-wide (their standard anti-spam response). Ledger updated to CLOSED with an honest assessment: the rapid failed-PR retry burst during routing discovery most likely tripped their automation, and the project is far below their maturity bar regardless. Rules adopted: one attempt per org, never machine-gun retries, no evasion of the block, honest-channel appeal only if the project matures. The other three submissions are unaffected (independent owners).
