Refresh launch copy for shipped batch Apply eligibility

The launch kit still described Paper batch Apply as restricted to the reviewer's own low-risk create-card proposals after D-4 widening shipped. Refresh the claim ledger and standalone channel/FAQ copy to match current live, non-deferred Approved eligibility, shared-board authorship, boardless ownership, explicit confirmation and per-item server checks. Keep the 500-item limit and independent outcomes distinct from narrower batch approval.

Refs #2391. One documentation file only; no runtime or publication-authority change. Public-home/support decisions, signed-out URL/artifact checks and every release/security gate remain open. This does not complete the parent issue or authorize posting.

Validation at be65173, based on main cca0716:

• Source comparison against current frontend eligibility and backend batch authorization.
• node scripts/check-doc-links.mjs: 674 files, 0 broken links.
• node scripts/check-docs-governance.mjs: passed.
• Whole-file superseded-claim search: no matches; diff check clean.

Not verified: anonymous public URLs/downloads, runtime/browser behavior, signing or publication. Historical verification dates for unrelated release claims are unchanged. Canonical STATUS/MASTERPLAN and OUTSTANDING_TASKS.md are unchanged.
Fresh independent Terra review: SHIP (comment 5603221405). The reviewed document is byte-identical after the base refresh; supporting frontend eligibility, batch service and controller files are unchanged between the reviewed and current bases. Doc links and docs governance passed again after refresh. Required hosted checks and push aging apply to the current head. The prior ordering hold is satisfied by #2830 merging.
