Update halconf.h version markers to match the HAL version used by the current stable_21.11.x branch and restore CI build compatibility.
Update the NRF52 and WB32 Makefiles to use the HAL 9.1 Newlib bindings location.

Updates CI-covered HAL configurations for HAL 9.1 and fixes relocated Newlib syscalls paths for NRF52 and WB32.
All CI builds pass.
