Batch delete and archive experiments, segments, and feature flags

Implement batch delete for experiments, feature flags, and segments, and batch archive for experiments and feature flags.

Active (enrolling) experiments or feature flags, and Segments that are in use should be prevented from batch actions.

This can be done after the experiment design refresh is complete. Ideally the batch actions could use a common component.
