Prepare stable 1.3.24 from the final smoke-test hardening already merged on main.

• publish numbered file-requirement evidence selection while preserving file-contract validation
• publish read-only cadence verification without weakening the one-mutation-per-turn guard
• publish repeated-blocker/stall accounting fix so matching blockers can reach the dedicated 3-turn blocked state
• arm the one-shot trusted-publishing workflow for 1.3.24 with predecessor 1.3.23
• align release documentation and changelog
