Allow Program Managers to Access the Print Travel Form

Description:

• On an individual student's profile, there is a Print Travel Form button located in the top-right corner.
• Currently, Program Managers and Operations Team members do not have access to this button.
• Update the permissions so that all Program Managers and Operations Team members can view and use the Print Travel Form button when viewing a student's profile.
