Declare Content Understanding SDK dependency

Summary

• declare azure-ai-contentunderstanding>=1.2.0b3 as a direct dependency of the Azure CLI extension
• bump the extension to the immutable 0.1.0b2 release
• document the packaging fix for the September 14 release

Motivation

Azure CLI extension-index validation loads _infra_models.py, which directly imports azure.ai.contentunderstanding. The existing 0.1.0b1 wheel relied on cu-cli-core to provide that package transitively, and the Azure CLI validation environment failed to install it. Declaring the directly imported SDK explicitly prevents the command and help reflection failures seen in Azure/azure-cli-extensions#10330.
