• add a guarded Graph Explorer procedure for SMS and voice policy activation without publishing an EPP payload or undocumented extension schema
• refresh all five onboarding steps to match the current launcher, package verification/build paths, Azure resources, deployment summary, endpoint validation, pilot activation, evidence, and rollback flow
• update the setup reference to canonical current Microsoft documentation links and keep the assisted approval/entitlement gate intact

Validation

• checked all 40 links in setup/docs/README.md and all 31 links/images in docs/GETTING-STARTED.md
• passed a repo-wide audit of 511 relative links, anchors, and images across 19 Markdown files
• rendered both documents and visually inspected desktop and 360px layouts, including onboarding images
• ran Markdown structural checks and git diff --check
• verified the documentation changes against the current setup launcher, package/provider catalogs, Bicep templates, deployment summary, and public Microsoft Learn Graph guidance
