parser: 0.2.0, and the README names HTML and CSS up front - #1868

The parser gained an HTML and CSS front end (054187e), so its own version moves to 0.2.0; the release stays 0.1.9 (package.json and every manifest version.mjs checks). The README's language table already described both; the icon row and the one-line summary at the top now name them too.
