Promote dev to main: release 0.1.3

Documentation release. No code, rule or build change since v0.1.2.

  • README: what installing needs on each platform, and the Linux arm64 exception #1372: the README states what installing needs on each platform. Python can be python or py on Windows, which also needs Git for Windows. On Linux arm64 the parser's native modules compile during npm install, so build tools come first (build-essential python3; the full node:* images include them).
  • CHANGELOG.md added, with the 0.1.1, 0.1.2 and 0.1.3 notes.

Every engine id and query-binary id is unchanged, so the release build should restore the engines from cache, then run the five-platform e2e. When it is green, axiomcode-bot tags v0.1.3 and opens the draft release.

0.1.3 is not published, so `npm install` from dev silently skipped every
engine package (they are optional) and the first index failed without a
local souffle. The 0.1.3 notes stay in CHANGELOG.md under Unreleased.

Release notes live on each GitHub release; the file is not shipped to main.
