Bump certifi, fsspec, multidict for new Dependabot alerts - #280

certifi 2026.10.19 (critical), fsspec 2026.9.0, and multidict 6.9.1 — each the first patched release. multidict is held on 6.x (the fix line) rather than jumping to 7.x under aiohttp. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Dependency-only PR (per AGENTS.md: lockfile changes ship on their own). Resolves 3 of the 12 Dependabot alerts opened by the rescan after #279 merged, each bumped to its first patched release:

The other 9 alerts (
