Summary

Release notes now live at https://releases.arcade.dev/, so this removes the in-docs changelog and points readers there.

can we deep link to the changelog section of the site in all the various places?

Happy to. Which URL should I use? releases.arcade.dev doesn't seem to have a changelog section or anchor right now:

• /changelog/ returns a 404.
• The homepage's only anchors are its "For agents" and "Releases" headings, and neither has an id.
• Change notes live on each release page (for example /releases/1.11.2/#notes), so a link to one of those goes stale with the next release.

If there's a changelog URL or anchor I'm missing (or one coming soon), send it and I'll update the sidebar entry, the landing page link, and both redirects to match.
